The audience
According to DataReportal's Digital 2026 report for the UAE, Meta's advertising resources indicated around 9.70 million Facebook users and 8.05 million Instagram users in the UAE in late 2025. DataReportal stresses that ad reach figures aren't the same as monthly active users, but they show how large the addressable audience is.
In practice, Instagram tends to be where Dubai consumer brands spend most of their Meta budget, because that's where the visual browsing happens. Facebook still matters for some older and some expat audiences. You don't have to choose: one campaign can deliver across both, and Meta will shift spend to whichever placement performs.
How a Meta campaign is built
Ads Manager has three levels, and knowing what belongs where saves a lot of confusion. The campaign holds the objective. The ad set holds the budget (unless you use campaign-level budget), the audience, the placements and the conversion event. The ad holds the creative and the copy. Most mistakes come from changing settings at the wrong level, or from mixing very different goals in one campaign.
Pick the right objective
The objective tells Meta what kind of person to look for. Pick traffic and it finds people who click. Pick leads and it finds people who fill in forms. It does what you ask, very literally.

Objectives and when to use them
| Objective | Use it when | Watch out for |
|---|---|---|
| Sales | You sell online and tracking works | Needs reliable purchase events |
| Leads | You want enquiries via forms or messages | Instant forms can bring low-intent leads |
| Engagement / messages | You sell through WhatsApp or DMs | Measure conversations that turn into sales |
| Traffic | Rarely the best choice | Optimises for clicks, not customers |
| Awareness | Large launches with a separate sales plan | Hard to tie to revenue |
If most of your sales happen in chat, click-to-WhatsApp ads are often a better fit than sending people to a website form.
Creative does the targeting
Meta's delivery system decides who sees your ad, largely based on how people respond to it. That means the creative itself, the first two seconds of a video, the hook in the first line, does much of the work that detailed targeting used to do. Test several genuinely different concepts, not small variations of one.
By different, I mean different angles: one ad about price, one showing the result, one a customer talking, one answering the objection you hear most. Changing the button colour isn't a test. For video, shoot vertical first, add captions, and make sure the product or person appears straight away. If you need a regular supply, UGC creators can be a cost-effective option.
Language and culture
The UAE audience is mixed, so think about who you're actually selling to. Arabic ads for Arabic speakers, English for the broad expat audience, and sometimes Hindi, Urdu, Tagalog or Russian for specific communities. Keep imagery and wording respectful of local norms, especially around Ramadan. See bilingual content in Arabic and English.
Tracking
Meta can only optimise for the events it can see, so tracking quality directly affects results.
- Install the Meta Pixel on your website.
- Add the Conversions API so events are sent server-side as well, which helps when browsers block tracking.
- Verify your domain in Business Manager and configure your key events.
- Make sure browser and server events share an event ID so Meta can deduplicate them.
Mistakes I see often
- Boosting posts instead of building campaigns in Ads Manager.
- Running lead campaigns with instant forms and no qualifying questions. See fixing low-quality leads.
- Using an influencer's content in ads without permission or proper disclosure. See influencer rules in the UAE.
- Changing campaigns every day, which resets learning.
- Splitting a small budget across many ad sets, so none of them gets enough results to learn.
What to do in your first month
Paid ads · Dubai
A sensible first month on Meta
Week 1
Pixel, Conversions API and domain verification working. One campaign, one clear objective.
Week 2
Three or four different creative concepts live. Leave them alone.
Week 3
Look at cost per result and lead quality. Pause clear losers only.
Week 4
Make new creative based on the winner. Decide whether to add budget.
Meta works best alongside organic content. People who see your ads usually check your profile before buying, so an active, credible Instagram account quietly improves ad results.
