Why it happens
Ad platforms do exactly what you tell them. If your campaign is set to get leads at the lowest cost, the algorithm goes looking for people who fill in forms cheaply. Those are often people who fill in a lot of forms, tap by accident, or were curious but never planning to buy. The platform reports success. Your sales team reports the opposite.
The usual causes
- Instant forms with pre-filled details. One tap submits a lead, often by accident or with low intent.
- Optimising for the cheapest lead. The algorithm finds people who fill in forms, not people who buy.
- Vague offers. "Get a free quote" attracts browsers.
- Broad targeting with no qualifiers. Including people outside your service area or budget.
- Slow follow-up. A good lead goes cold within hours.
First, diagnose which problem you have
Before changing anything, look at a sample of recent leads with whoever follows them up. The pattern usually points to the cause.

What the leads tell you
| What you see | Likely cause | First fix |
|---|---|---|
| Fake names, wrong numbers | One-tap instant forms | Higher intent form, add a review step |
| Real people who say they never enquired | Accidental taps, pre-filled forms | Add a qualifying question |
| Real people, wrong budget or area | Vague offer, broad targeting | Show price range and service area in the ad |
| Good fit but unreachable after a day | Slow follow-up | Reply within minutes, use WhatsApp |
| Good fit, reachable, but not buying | Offer or sales process | Look at the pitch, not the ads |
Fixes that work
Paid ads · Dubai
Raising lead quality
Add friction
Use "higher intent" form types and add one or two qualifying questions: area, budget, timeline.
Sharpen the offer
Mention price ranges or conditions in the ad so the wrong people self-select out.
Feed back quality
Send qualified leads or sales back to the platform as conversion events, so it optimises for those.
Reply fast
Call or WhatsApp new leads within minutes during business hours.
Feeding back quality, in practice
This is the fix with the biggest long-term effect, and the one most accounts skip. On Google, capture the click ID (GCLID) with each form submission, then upload which leads became qualified or bought as offline conversions. On Meta, send lead stages from your CRM through the Conversions API so you can optimise for leads that progress, not just leads submitted. It needs a CRM or at least a disciplined spreadsheet, and some setup. My conversion tracking guide explains the parts.
Forms versus landing pages
Side by side
Where to collect the lead
Instant form on the platform
- Fast and cheap per lead
- Pre-filled details, easy to submit by accident
- Little room to explain the offer
Your own landing page
- Costs more per lead
- Visitor reads before enquiring
- Easier to qualify and to track properly
For higher-value services, I usually test a focused landing page against a higher-intent instant form, and judge both on cost per customer. A few conversion rate fixes on that page often help more than any targeting change.
Measure the right thing
Track cost per qualified lead and cost per customer, not just cost per lead. A campaign with leads that cost twice as much can still be the better one if those leads actually buy.
Agree on what "qualified" means with whoever handles the leads. Write it down: right area, budget in range, timeline within three months, or whatever fits your business. Then score every lead the same way for a few weeks. Without that shared definition, every discussion about lead quality turns into opinion.
Follow-up is half of lead quality
A surprising share of "bad leads" were decent leads contacted too late. Someone who filled in a form at lunchtime has often spoken to two competitors by the evening. Set up instant notifications, reply on WhatsApp if that's how your customers prefer to talk, and try more than once at different times of day before marking a lead dead.
What to do this week
- Pull the last 30 leads and sort them using the table above.
- Add one qualifying question to your form, or switch to a higher-intent form type.
- Put a price range or clear condition in the ad copy.
- Set up instant lead alerts and agree a reply time with whoever follows up.
