Ad platforms are learning systems. They show your ads to more people like the ones who converted before. If they can't see conversions, or see the wrong ones, they optimise for the wrong thing, and you pay for it. Good tracking isn't a reporting nicety. It directly changes who sees your ads.
What to track
Start with the actions that mean real business, then add a few earlier signals. Keep the list short. An account with twenty conversion actions, half of them trivial, confuses both you and the bidding.
- Form submissions (the thank-you page or a submit event).
- WhatsApp button clicks.
- Phone number taps on mobile.
- Bookings or purchases, with value where possible.
- Key micro-actions, such as viewing pricing or starting checkout.
In GA4, mark only the important ones as key events. Those are the ones you import into Google Ads as primary conversions. Micro-actions can be tracked as events without being key events, so they inform you without steering the bidding.
The setup

A clean tracking stack
Google Tag Manager
One container on the site that manages all tags, so you don't edit code for every change.
Google Analytics 4
Mark your important events as key events.
Google Ads
Import GA4 key events or use the Google Ads conversion tag. Consider enhanced conversions.
Meta Pixel + Conversions API
Browser and server events, deduplicated with a shared event ID.
Other platforms
TikTok, Snapchat or LinkedIn tags as needed.
Why server-side events matter
Browser tracking misses conversions when people block cookies, use privacy features or switch devices. Meta's Conversions API sends the same events from your server, and Meta deduplicates them against the Pixel. Google's enhanced conversions do something similar, using hashed customer details from your forms to match more conversions to ad clicks. TikTok's Events API plays the same role on TikTok. If your website platform has a built-in integration, use it; it's usually more reliable than a custom build.
WhatsApp and calls
In the UAE, many enquiries happen on WhatsApp or by phone, which is where tracking often breaks. Track clicks on WhatsApp and phone links as events, and use pre-filled WhatsApp messages that mention the source, such as "Hi, I saw your Google ad", so you can tell where conversations started.
A click isn't a lead. Some people tap the WhatsApp button and never send a message. So treat clicks as a signal, and keep a simple record, even a spreadsheet, of which chats became customers and where they came from. That record is what tells you which campaigns actually pay. For click-to-WhatsApp ads specifically, see WhatsApp ads.
Close the loop with your CRM
The most valuable tracking step most small businesses skip is sending outcomes back. If you store the Google click ID (GCLID) with each lead, you can later upload which leads became customers as offline conversions. Meta's Conversions API can carry CRM stages in the same way. The platforms then optimise for people who buy, not just people who fill in forms. It's the fix I reach for first with low-quality leads.
Privacy and consent
Tell visitors what you collect in a privacy notice, and use consent tools where needed. The UAE's personal data protection law (PDPL) treats consent as the default legal basis for processing. Google's consent mode lets your tags adjust their behaviour based on the visitor's choice. If you advertise to visitors from the EU, stricter consent rules apply. See PDPL basics for your website, and confirm your obligations with a qualified adviser.
Test before you trust
- Use Tag Manager's preview mode to see tags firing.
- Check GA4 DebugView and Meta's Events Manager test tools.
- Submit a real test lead and confirm it appears everywhere.
- Check again after any website change. Redesigns are the most common reason tracking silently stops.

Common tracking faults and how they show up
| Fault | Symptom | Fix |
|---|---|---|
| Thank-you page reachable directly | More conversions than real leads | Track the form submit event, or protect the page |
| Tag fires twice | Conversions roughly double | Remove the duplicate tag or hard-coded snippet |
| No event ID on Pixel and Conversions API | Meta counts events twice | Send the same event ID from both |
| WhatsApp link opens in a new app before tag fires | WhatsApp clicks missing | Use a link click trigger that waits for tags |
Common break
Thank-you pages that load for anyone who types the URL inflate conversions. Use form-submit events or protect the page.
