I get asked this in almost every first call. The answer depends on three things: how soon you need enquiries, how expensive clicks are in your category, and whether you already know which searches turn into customers. Once those are clear, the choice usually makes itself.
Side by side
How they differ
Google Ads
- Results within days
- Pay for every click
- Stops when you stop paying
- Precise control over who sees you
- Great for testing offers fast
SEO
- Results build over months
- No cost per click
- Keeps working after the work is done
- Less control, more trust from searchers
- Compounds over time
Start with Google Ads if...
Ads make sense first when speed matters more than long-term cost, or when you need information quickly.
- You need customers this month, for example a new clinic opening or a seasonal offer.
- You're testing a new offer or price and want fast feedback.
- Your site is new and has no search history, so organic rankings are some way off.
- You have a clear landing page and tracking in place. Without these, ad spend is hard to judge.
Start with SEO if...
SEO makes sense first when you can afford to wait and the long-term saving is large.
- Clicks in your industry are expensive and you can wait.
- Customers research before buying and trust organic results.
- You're a local business that can win the map with a strong Business Profile. See Google Maps ranking in Dubai.
- Your budget is small enough that ads would run out before they taught you anything useful.

A quick way to decide
| Your situation | Lean towards | Why |
|---|---|---|
| Opening a new location next month | Ads first, Business Profile at the same time | You need calls before organic results can build |
| Established consultancy, steady pipeline | SEO first | No urgency, and organic trust suits considered purchases |
| Launching a new product or offer | Ads first | Fast feedback on whether the offer and price work |
| Local trade or service in a defined area | Business Profile and SEO first | Map results often bring calls without paying per click |
| Very competitive category, small budget | SEO on niche searches first | Ads in crowded categories can use up a small budget quickly |
The usual best answer: both, in sequence

A combined plan
Foundations
Tracking, landing page, Business Profile, Search Console.
Ads for demand
Search ads on high-intent keywords. Learn which terms convert.
SEO on proven terms
Write pages for the keywords that converted in ads.
Rebalance
Reduce ad spend where organic results now bring enquiries.
This is the most useful thing ads do for SEO: they tell you which searches turn into customers, so you don't spend months ranking for words that don't sell.
How I use ads data to plan SEO
The link between the two is the search terms report in Google Ads, which shows the actual searches that triggered your ads. Here is the process I follow once a campaign has some history:
- Export the search terms report and filter to terms that produced a conversion (a call, WhatsApp click or form).
- Group similar terms together, for example all the variations of one service in one area.
- Check Search Console to see whether you already appear organically for those terms and at what position.
- Where you rank poorly or not at all, write or improve a page aimed at that group.
- Watch the organic position over the following months, and lower bids on that term once organic clicks are steady.
Thinking about cost without guessing numbers
Cost per click varies widely by category and changes over time, so I don't quote typical figures. Instead, use Google's Keyword Planner with the location set to the UAE to see estimated bid ranges for your own keywords. Then compare that ongoing cost with the one-off and monthly effort SEO would need. Ads are an operating cost that stops when the spend stops. SEO is closer to an investment that keeps paying, slowly at first. For a broader view, see how to plan an ad budget in Dubai.
Mistakes I see in Dubai accounts
- Sending ad clicks to the homepage instead of a page about the exact service.
- Bidding on broad terms that bring researchers and job seekers rather than buyers.
- Not counting WhatsApp clicks as conversions, which hides a lot of real leads. See click-to-WhatsApp ads.
- Switching ads off abruptly before organic results have replaced them.
- Judging SEO in month two and judging ads without tracking.
Seasonality matters too. Search demand in many UAE categories shifts around Ramadan, summer and the winter season, so a test run in one period may not predict another. My Ramadan marketing guide covers that.
Before either
Set up conversion tracking. Without it you can't compare the two. Here's how to set up GA4 and Meta tracking.
