Think about how people buy a sofa, book a clinic appointment or choose a wedding photographer in Dubai. They look at a few options, check reviews, ask a friend, then come back days later. Retargeting is simply staying visible during those days. Google calls it remarketing; Meta, TikTok and LinkedIn call it retargeting or custom audiences. The idea is the same.

Before you start

Retargeting needs two things: working tracking on your site, and enough visitors to build audiences. If your site gets very little traffic, the audiences will be too small for platforms to deliver to, and your money is better spent on bringing new people in first. Platforms set minimum audience sizes for this reason.

Audiences worth building

Not every visitor is equally interested. Someone who read your pricing page and started a booking is much warmer than someone who bounced from a blog post. Build separate audiences so you can treat them differently.

  • Visitors to key pages, such as pricing, booking or a specific service, in the last 7 to 30 days.
  • People who started but didn't finish checkout or a form.
  • Video viewers who watched a significant portion of an ad.
  • People who engaged with your Instagram or Facebook account.
  • Existing customers, for repeat purchases or referrals. Exclude them from acquisition ads.

Match the message to the stage

The worst retargeting shows the same ad people already ignored. The point is to give them the next piece of information they need to decide.

How I set it up across platforms

Paid ads · Dubai

A simple retargeting setup

Tags in place

Meta Pixel, Google tag, and TikTok or LinkedIn tags if you use those platforms.

Build audiences

Key-page visitors, form or checkout starters, engaged video viewers, customers to exclude.

One campaign per platform

Keep retargeting separate from prospecting so you can see its cost and results.

Creative by stage

Proof for early visitors, objection-handling for pricing viewers, reminders for abandoners.

Review monthly

Check frequency, audience size and cost per conversion. Refresh tired ads.

On Meta, a single retargeting campaign with a modest budget usually does the job for a small business. On Google, remarketing audiences can be used in Display and YouTube campaigns, and added to Search campaigns as an observation layer so you can bid differently for returning visitors.

Keep it respectful

  • Cap frequency so people don't see the same ad many times a day.
  • Stop retargeting after a reasonable window.
  • Exclude people who already converted.
  • Disclose tracking in your privacy notice and respect consent choices.

Privacy in the UAE

Retargeting relies on tracking people's behaviour on your site, so it falls under data protection rules. The UAE's PDPL (Federal Decree-Law No. 45 of 2021) treats consent as the default basis for processing personal data. Google also requires advertisers using its audience features to explain them in their privacy policy. Disclose your tracking clearly, offer a consent choice, and check what applies to your business. See PDPL basics for your website.

Is it working?

Retargeting results always look good, because these people were already interested. Some of them would have bought anyway. So be sceptical of platform numbers. Compare total conversions, not just retargeting-attributed ones, in months with and without it, or pause it for a couple of weeks and watch what happens. If sales barely move, the retargeting was mostly taking credit.

Mistakes I see often

  • One retargeting audience of "all visitors, 180 days" with one generic ad.
  • Forgetting to exclude recent customers, so people who just paid keep seeing the offer.
  • Retargeting job seekers and suppliers who visited the careers or contact page for other reasons.
  • Discount-only retargeting, which teaches visitors to wait for a code before buying.

Prerequisite

Retargeting needs working pixels and enough site traffic to build audiences. Set up conversion tracking first.

For online shops, retargeting with product catalogues is usually the first campaign I'd add after prospecting. More in e-commerce marketing in the UAE.

Questions people ask

Yes, if you have enough website traffic to build audiences. It's often the cheapest way to get conversions.
Usually 7 to 30 days for most services, longer for considered purchases.
Tracking should be disclosed in your privacy notice, with consent handled appropriately. Check the PDPL requirements for your business.
They mean the same thing in practice. Google calls it remarketing; most other platforms call it retargeting or custom audiences.
Enough to stay visible without becoming irritating. Watch the frequency figure and refresh creative or shorten the window if it climbs and results fall.
