Freelance rates are harder to pin down than salaries. Recruiters publish salary guides; freelancers mostly don't publish anything. The best public data comes from freelance platforms, and it has limits, which I'll point out as we go. I'm not going to give my own price list here. I quote a fixed price in AED per job, and I'd rather you understood how to judge any quote, including mine.

What the published data says for 2026

Upwork's hourly rates guide, published in May 2026, groups freelancers by experience. These are platform-wide figures, so they include people working from countries with much lower living costs than Dubai. I have converted at the fixed rate of AED 3.6725 per US dollar (the dirham has been pegged at that rate since 1997) and rounded to the nearest dirham.

Intermediate25 to 6092 to 220A channel run end to end, with reporting

The last column is my view of what each level should deliver, not Upwork's. The important line is the middle one. Most small businesses need someone who can own a channel without daily supervision, and that is the intermediate band.

Rates by specialism

Upwork also publishes a typical range and, for most skills, a median hourly rate. Here they are side by side.

Upwork's video editor pages give conflicting figures in different places, so I have used only the typical range from its hiring page and left the median out.

The one UAE-specific figure I found

Upwork's UAE page for marketing consultants gives a local band: typically $16 to $58 an hour (about AED 59 to 213), against a US baseline of $55 to $98. That is the only published UAE freelance marketing rate I could verify. I couldn't find sourced UAE figures for freelance day rates or monthly retainers, so I'm not giving any. When you see a figure for those online, check who published it and how it was collected.

Why platform rates are a floor, not a going rate

Platform data mixes freelancers from many countries. A Dubai-based marketer who holds a licence, meets you in person, knows the local calendar and works in your time zone is a different purchase. That doesn't automatically justify a higher price, but it is one reason a local quote can sit above a platform median.

Hourly, day, monthly or per project

The same work can be priced four ways. None is better in itself; each moves risk to a different side of the table.

  • Hourly suits open-ended or advisory work. You carry the risk of the job taking longer.
  • Day rate suits workshops, audits and short intensive work. Ask how many hours a "day" means.
  • Monthly retainer suits work that never finishes, like social media or ads management. Insist on a written monthly scope.
  • Per project suits anything with a clear end: a website, a launch, a pitch deck. The freelancer carries the overrun risk, so it is usually the easiest for a small business to budget.

To compare quotes that use different models, ask each freelancer for an estimate of hours behind the price, then divide. It is a rough check, but it quickly shows whether one quote is buying far more or far less time than another. I compare the two most common models in retainer or project fee.

Comparing a freelance rate with a salary

Here is a simple worked comparison using published numbers. The Hays GCC Salary Guide 2025 puts a UAE marketing executive at an average of AED 19,000 a month and a digital marketing manager at AED 40,500. If you assume a 40-hour week, that is about 173 hours a month. So the salary alone works out at roughly AED 110 an hour for the executive and AED 234 an hour for the manager.

That hourly figure leaves out visa costs, insurance, leave and end-of-service gratuity, which all sit on top for an employee. It also assumes every paid hour is productive. A freelancer's rate, by contrast, has to cover their own unbilled time: finding work, admin, learning and tools. Upwork's guide says the same. So an hourly rate that looks high next to a salary is often closer than it seems, as long as you only need part of a week.

PaperworkNo licence, no invoicesLicensed, issues VAT invoices if registered

On paperwork: if a freelancer is VAT-registered, 5% VAT is added to their invoice. You can verify a TRN with the Federal Tax Authority. A licensed freelancer may cost slightly more, but you get proper invoices and a supplier you can legally contract. See freelance permits and VAT for marketers.

How to judge whether a rate is fair

  1. Ask what you will have at the end of the first month, in units: campaigns live, pages published, posts delivered, reports sent.
  2. Ask who does the work. A low rate sometimes means the job is passed to someone else.
  3. Ask what is not included: ad spend, tools, stock, shoots, translation.
  4. Ask for one example of how they reported results to a past client, with names removed.

A rate is only cheap or expensive relative to what it delivers. More on vetting in hiring a digital marketing freelancer in Dubai, and the warning signs in red flags when hiring a marketer.

Questions people ask

Upwork's UAE page for marketing consultants gives a typical range of $16 to $58 an hour, about AED 59 to 213 at the fixed exchange rate. Platform-wide, Upwork's 2026 guide puts intermediate freelancers at $25 to $60 an hour.
Upwork lists SEO experts at $15 to $35 an hour with a median of $21, which is about AED 55 to 129. Those are global platform figures; local quotes vary with scope and experience.
Both are common. Retainers suit ongoing work like social media and ads management; fixed project fees suit websites, launches and audits. Ask for the scope in writing either way.
Only if they are VAT-registered, in which case 5% is added to the invoice. You can check a TRN with the Federal Tax Authority.
Platform averages include freelancers in lower-cost countries. A UAE-based, licensed freelancer working in your time zone and market is a different service, so compare what is delivered, not only the rate.
